Turgut Candan, who graduated from the Faculty of Law of Ankara University, completed his master’s degree at the Institut International d’Administration Publique de Paris.

Starting his professional life as a labor inspector at the Ministry of Labor, he subsequently held the following positions at the Council of State (Danıştay) respectively: rapporteur, prosecutor, member of the Council of State, president of the Seventh Chamber, and prosecutor general. During this period and afterward, he lectured in administrative procedural law and tax law at the Academy of Justice, the Institue of Public Administration for Türkiye and the Middle East (TODAİE), and several universities. Following his retirement, he served as an administrative and tax law consultant at the PwC Turkey and the Law Office Akkaya (Mali Akademi).

Turgut Candan specializes in administrative procedural law, procedural law for the collection of public receivables, tax procedural law, criminal tax law, customs duties, and transport and excise taxes. Candan, who has books, articles, and papers on these areas, is a highly renowned expert in administrative law and tax law in Turkey. He possesses excellent written language skills in French.
