Mustafa Özelçi, who graduated from the Law Faculty of İstanbul University, is an associate professor for administrative law.

After completing his bachelor’s degree, he worked as a lawyer in legal matters in finance and real estate law ,n large holding companies. After that, he started working as an academic in the Department of Administrative Law at the Faculty of Law of İstanbul Kültür University and obtained his doctoral degree following his master’s degree. He is the deputy head of the department of the Chair of Public Law.

Assoc. Prof. Dr. Özelçi, who has conducted numerous academic studies in the field of administrative law and, in particular, has specialized knowledge and extensive experience related to the management of public sector real estate, public tenders, energy, competition, and electronic communications, has a good command of written and spoken English.
